- someone who has not received a scholarship, especially if working in government roles such as the military; a normal person. They are usually seen as being less privileged, promoted less quickly, and having a lower career ceiling than those holding prestigious scholarships.
Despite having secured a prestigious PSC scholarship, he decided his true calling was serving in the military, and so he left it all behind to sign up a farmer in the army.
